AN URBAN BLOCK SHOULD BE A POINT OF DEPARTURE: NEW NEIGHBORHOODS, RADIATING OUTWARDS WILL ENHANCE AND FOCUS
THE DEVELOPING REGIONAL TRANSIT SYSTEM. THE NEW TRANSIT SYSTEM WILL CONNECT EXISTING PUBLIC BUILDINGS: LIBRARIES, RECREATIONAL CENTRES, LAW COURTS, COMMERCE AND OTHER PUBLIC SPACES, WHICH SERVE AS A KEY PLACES.
