This submission was recognized by the jury primarily for the straightforwardness with which it adhered to a southern orientation, and for the general simplicity both of its unit construction and its site planning. The unit construction, for example, consisted simply of masonry party walls and simple frame interiors, within which the difference of unit types was acknowledged through variation of bay widths. The site planning involved simple vehicular routes around the site perimeter and pedestrian routes from the perimeter to the various unit formations. Criticisms were made of the site planning, in that the overall organization resulted in long walking distances from parking areas to units, and a general lack of differentiation of exterior spaces. The unit planning was criticized by some jurors - especially the interior kitchens, and the bedrooms separately located on an upper floor. Then too, the general visual appearance was regarded by some jurors as monotonous. Nevertheless, the straightforwardness and practicality - from a construction point of view - impressed a majority of the group.
