Stage 1:
This submission is an excellent example of many low rise, stepped back schemes. The Jury was impressed with the relationship of the interior and exterior public open spaces, the excellent access to the project from all directions, and the visibility and relationship with the 8th Avenue mall.
The Council Chamber is in the City Hall, and all major Facility Program requirements have been met with the Retail area being particularly well located to support and animate the open space.
The optional +15 system is preferred because of its directness.
In the Final Stage of the competition we would like to see this design more clearly resolved in the following areas:
- More attention to energy saving design to achieve the forecase consumption of 150 Kwh/m2/year.
- Careful attention to construction cost in order to ensure compliance with the Sponsor's budget.
- Resolution of proposed structural systems required to clear span the L.R.T. Tunnel including the location of the elevator tower in relation to the tunnel.
Stage 2:
This submission is an interesting amalgam of styles. The attempt to relate the lower floors of the new building to the City Hall, and the stepped-back mirrored facade of the upper floors are sensitive responses to preserving the prominence of City Hall.
The massing and scale are well integrated to the surrounding urban context with good relation to the 8th Avenue mall and a clear east-west connection.
The agora is responsive to Calgary's climate pro¬viding a large interior public space. Although too formal for daily casual use, it is well related to the outdoor plaza, thereby providing year-round ceremonial spaces.
The costly structure required, extensive use of many different exterior materials and extensive involvement of the administration building caused the Jury to be concerned about the total cost of this submission to the Sponsor.
