The architects propose the Gallery as a "Pavilion in the Park" and redesign the shoreline along the Silver Lake.
The Glass Blowing Studio is a skylighted cylinder and can welcome large groups of visitors. This rotunda also lights up adjacent spaces.
This design also proposes a series of public walkways alongside, under and around the Gallery, finally making a long boardwalk along the lake - a new public promenade in the park.

The jury recorded that they named the project designed by Jones and Kirkland Architects of Toronto as an Honourable Mention noting the following comments:
The sequence of spaces through the interior of the building is clear and quite bold. There is a sense of drama ; a "power of place" - that would reside with the Gallery-goer long after the visit. It is a very public approach to the institution and its surroundings.
The architects propose the Gallery as a "Pavilion in the Park", generating an image that could contribute to the making of a romantic landscape and very changed park. The redesign of the shoreline along Silver Lake is very striking.
The entry ramp is dramatic, sweeping up from a fan-shaped parking lot to a grand façade wall.
The parking is handled well with visitors, leaving their cars in the front of the building and easily proceeding at the structural ramp.
The central placement of the Glass Blowing Studio as a skylighted cylinder is exciting and would function well for large groups of visitors. This central rotunda contributes to the clarity of the sequence of spaces through the building and would be a memorable place.
