SITE: OTTAWA

Elevated Sustainability

Sparks Street lacks constant inhabitation. Occupied primarily by government offices and tourist-oriented retail, Canada's first pedestrian mall is deserted every night. The site's convenient access to public transit, educational facilities and other services makes it an ideal for furthering the City of Ottawa's aim to increase the population density of the core.

These characteristics of Sparks Street make it especially ideal for the introduction of social housing. Such a well-serviced site must not be squandered on further luxury developments; it must be saved for those who rely on these services the most. The lack of an existing community also limits possible opposition to the scale and originality of any new development – provided it is sensitive to the Street's rich architectural heritage. The site's proximity to the Parliament Buildings is another asset when considering the placement of social housing in the core: its visibility to tourists and politicians would represent the nation's recognition of economic disparities, and our willingness to address the issues in an honest transparent manner.

Elevated Sustainability will benefit its residents and the city alike by providing the former a convenient and affordable place to dwell, while offering the latter a new community within its core. To maximize benefits to both, the intervention would offer incentives towards. This would enable residents to use income otherwise lost to rent to invest in their community, raising the value of personal and communal assets. The theme of permanency is reinforced through the project's tectonics and materiality: the copper cladding of the rooftop dwellings grants them the same prominence and legitimacy as their bureaucratic neighbours.
