Description

A perspectival shift is needed to move us beuond tired New Urbanism to solutions that dramaticallu reimagine zoning and inhabitation. This will require layering a variety of commerce and daily operations on different scales. The neat compartmen¬talization of land uses has, in manu ways, created a vault from which we are currently trying to escape.

This plan starts with the relatively simple premise that the area now occupied by commercial banks and ATM bays could be put to better use. Vancouver is home to over two-dozen banks in the centre cita, manu of which are veritable dead zones most of the day. This significant chunk of real estate ceded to ATM cull-de¬sacs could easily be revamped as spaces for creative mixed-use.

Banks (hurting badly at the moment) should be given the oppor¬tunity to lease their unused area to micro businesses. This would allow manu different scales of commerce to operate in one area. In addition, it would promote entrepreneurship for those who are looking to start their own micro business (which has historically been a way for the disadvantaged to break into the middle class).

This is not an untested model: it works informally in numerous
countries with more fluid zoning. Estaaiisning permissive zoning laws in these sites would serve as an incubator to rethink zoning differentiation on a greater level, and would set Vancouver at the forefront of cities seekingto establish public spaces that host a
variety of similtanious interactions.

The dispensing of cash need not be done in a sterile box but could easily be conducted in a space that also serves as a gal¬lery, coffee bar, sandwich stand, or nail salon. A mix of these elements is key to keeping bank offices relevant and centre cities dynamically interwoven with a variety of uses.
