1. THE SQUARE
Two groups of pleached trees on either side of a central approach fill the southern end of the site. This approach leads to a sunken square directly in front of the City Hall building. Groups of trees on either side of the building act as a link between the square and the City Hall,
2. THE BUILDING
The building is again square in form and surrounds a central court. The council chamber, however, is not sited in the court, but is in the north wing and acts as a terminus to the north axis of the building. The centre court is used as a huge vaulted entrance hall for access to public and government areas.
Four floors of municipal departments are canti-levered over three floors of government, public access and library. The lower structure of columns, archies and vaulting held in between the columns on four sides, group of offices, the most important on the south side being the Mayor and Chairman' suites.
