1. THE SQUARE
A paved plaza conforming to the symmetrical design of this project forms the largest area of the square, groups of trees being placed on either side of the N.S. axis and to form a screen on the south side of the square.
2. THE PODIUM
The building may be divided into two parts, an extensive low podium covering half of the total site from which emerges a rectangular arcaded building.
The building is symmetrical on plan and may be entered centrally from all four sides.
The podium, accommodating the public and government areas, consists of three floors:
(i) Podium level - this is roof level of the podium and gives public access to the gallery of the council chamber on an east-west axis and to the upper floors of the rectangular building;
(ii) Mezzanine level - this is below podium level, accommodates government and public areas and gives Civic Officials direct access to the council chamber on a north-south axisj
(iii) Concourse level - this is below mezzanine level and incorporates most of the public access areas.
3. THE RECTANGULAR BUILDING
The council chamber is set in a centre court surrounded first by a pool and then by an arcaded perambulatory extending around all four sides of the building. There are four floors of departmental offices above the arcade.
The building has a reinforced concrete frame, faced with a metal screen.
