Jury Report

Project number 02334

The jury recognized in this project a strong will to solve in a clear and disciplined way the functional and technical problems inherent to the complexity of the program. The entire functional organization of the building is conceived around an articulated concept of circulation that highlights the dominant role of the great hall as the hub of the Museum.

Taking advantage of the presence of the old docks, the competitor has successfully expressed the physical and visual continuity between the ground and semi-basement floors as well as between phases I and II of the project. Despite the proximity of imposing stairwells, the Estèbe House is enhanced by the creation of a pleasantly scaled exterior courtyard and by the transparency of the central hall walls.

The connection with the Marine Institute of the insertion building between this one and the Estèbe house appeared on the other hand rather questionable in spite of the search for a modenature which marks the levels of the floors.

The presence of arcades on the exterior perimeter of the building and the abundant fenestration of the first floor show a certain concern for the safety and comfort of pedestrians.

The members of the jury regretted that the competitor, by adopting a rigid functional approach, was unable to achieve the urban integration objectives stated in the program. With the abusive presence of its large sloping glass panels, its imposing volumetry and its rigid implantation, this project hardly resonates with the morphological characteristics of the neighbourhood.
