The proposal is based upon two principles. On the one hand, the liberation of space which can be utilized for collective activities, on the other, the restauration of the valuable areas of the urban fabric. Considering the quality and coherence of the existing fabric, and taking into account the necessity of introducing new elements to update the zone, the project deals with the balance of the existing structure and the one proposed. In order to achieve such a balance, two major decisions have been taken. First, to empty the corridor defined by the axis Hotel Bonaventure - Palais des Congres. Second, to enclose La Cite by a screen along Rue University.

This project resolves most issues of the competition by means of bold demolition and new construction. It shows great merit in this attempt, and it is convincing in emphasizing and East-West link to provide a setting for Montreal's international functions. Similarly, its built-up wall along University Street shows a critical assessment of the present situation. Nonetheless, these solutions do not appear implementable, and are too definitive to be reworked into an acceptable design, since the overall design concept rests on single-design buildings.
