In order to provide a suitable vision of this city center, according to its needs and cognition, several sections were given special attention, which are briefly described:
Presence and vitality
The city center of Sudbury, like many of downtowns in world, has undergone many changes over time; Centers till were once the beating heart of the city but now have been abandoned for many hours of the day away from the hustle bustle of the city. The need to revitalize these city centers, which have historical-cultural potentials, seems even more vital and important. These centers now have only office, commercial and service uses in which various activities and uses must be added; For example, creating residential uses for permanent and temporary residence for people in downtown, can greatly increase its vitality and dynamism.
On the other hand, due to the weather conditions and the presence of severe cold at half of the year, the city needs a space that provides presence and vitality, especially in the city center. An underground public space has been provided to answer this question. This space is like a lively and active urban plaza. On the one hand it is connected to the train station under the ground, and also, its entrance and exit are close to the Tom Davies Plaza, Memorial Park, and new projects like the library, conference center and art galery. In fact, this underground project is an open and flexible space that accommodates various uses and uses new lighting and ventilation; From playgrounds, parks and green spaces to retails and .... This city plaza is actually located in the path between entrance and exit of the train station. There are natural elements near and inside the city center that can increase vitality and presence in downtown Including: Ramsey Lake and waterway. Here, an attempt has been made to establish a strong connection between the city center and Ramsey Lake. This connection is via a sidewalk where it is possible to have an electric car and a bicycle between the tracks. Another key element for increasing attendance and vitality is strengthening the condition of watercourse in the city- center. This waterway can connect the city center to the outskirts of the city. This connection can be made along the sidewalk. This route is actually an ecological route that passes through the city center.
Participation
In order to encourage citizens to participate in the city center, the need to provide the appropriate context and its conditions is felt. According to the analysis done on the city center, this type of space has not been formed. In fact, the possibility of people's participation in the downtown space requires the formation of the required space. For this purpose, an attempt that has been made to divide the city center into three levels and compensate for the shortcomings of each:
Large-scale: includes large-scale spaces in the city. This space shows the stability and identity of the city center and is constant over the time. It actually shows the past and future of the city center. These include: Tom Davis Plaza, Underground Plaza (added), sidewalk connecting downtown to Ramsey Lake, and the Alternative that suggested for the space which occupied by train station and railroads. Micro-scale: This type of space actually supports people for rapid change in the city center, Allows people to enter and occupy the city center. Such as counters and shop fronts, street parking indentations of the city walls, park envelopes and even some indoor spaces on the ground floor. This level needs a lot of attention due to the car-centric conditions of the city center and should be built.
Intermediate scale: This space is the interface between macro and micro scale. In fact, the role of this space is to create the connections.

The existence of different cultures in this city requires a suitable context for the connection of these cultures, this appropriate context can be the downtown of the city of Sudbury, a place to connect different cultures. In fact, while preserving different cultures in the city and its neighbourhoods, we try to bring them close to the city center. This has happened by strengthening the cultural aspect of the city center. Such as adding an underground plaza, building a park and green space instead of a train station and connecting the city center to Ramsey Lake.
Much of the lands near Sudbury city center is occupied by old railroad tracks. These lines and also the Sudbury central railway station, should be gone to the underground level and this, can empty lots of lands on the ground level. In order to achieve the goals of projects to increase green spaces, allocating these lands to create parks and public space, green spaces and public spaces that attract people such as plazas, is one of the important strategies in the city for the future. On the other hand, with the development of tra e downtown of Sudbury, pedestrian paths and greenways connect this city center to the recreational and historical areas of this city. The central core of the city welcomes various types of the local population and domestic and foreign tourists; adding various civic and social activities in this area can have a great impact on achieving this. For example, the existence of a watercourse that enters to downtown area from the northeast and passes through it and exits from southwest of the site, is a very good opportunity to create a greenway that connects the city center to historical and recreational areas and neighbourhoods.
