This proposal for the Louise Basin of Quebec City develops a spatial concept which takes advantage of the unique waterside location of the project and which provides a balanced scale of building height and massing. The buildings on the south side of the project are limited in height to 4 storeys to ensure year round sun penetration to the Basin while the buildings on the north side are limited to a height of 6 storeys. The residential buildings are T shaped. With the top of the T at the street, providing edge definition to the project. The building volumes narrow as they approach the water providing for the penetration of space and light deep into the complex. The non-residential buildings echo this theme in order to provide a continuity of form throughout the project.
A focal point for the project is created by means of a park at the west end of the Louise Basin, responding to the need for a vista along the East-West axis. A second park is proposed between the east end of the Public Market and the Commercial Centre, creating a second vista along the North-South axis from Carré Parent toward the Louise Basin. Special attention was paid to the street façade design along Abraham Martin Boulevard and Rue Saint André in order to create an appropriate urban context, providing a diversity of forms related to various local building types.
The Recreation Centre is immediately adjacent to the focal point of this project at the west end of the Basin, emphasizing the public nature of this area. The recreation facility is of steel frame construction faced with architectural concrete block. Its sloped metal roof matches the colour of the proposed residential buildings' roofs and the roofs of Old Quebec. The swimming pool's glazed east elevation provides views of the Basin from the pool and the second floor lounge area.
The Public Market on the south side of the Basin is elevated above the water level. The 152 market stalls are arranged in groups of four, protected from the elements by glazed pyramidal canopies. The walkways between the glazed areas are protected by concrete panels. The arrangement of the stalls and the pedestrian circulation is designed to take advantage of the waterfront.
The Market hall, located at the centre of the stalls area, with easy access to the waterfront, stalls and pick-up zone is a steel frame structure clad in metal siding. Client parking for the market is on the lower level. Producers park their service vehicles in the semi-circular area west of the market stalls. This area is partly depressed in order to provide vistas of the waterfront for vehicles.
