GENERAL INFORMATION ON THE COMPETITOR

Description

Our principles are :
-The development should reflect the ambience of the surroundings from the observer's viewpoint.
-The project should be comprehensible to the public.
-Spaces should be provided for pedestrian and motorist ranging from formal to informal.
-The excitement in an urban environment is in the differences various buildings experience with respect to views, vistas, and relationships with public and private areas. There should be a variety.
-We do not preclude the car from a passing connection with the Basin, nor do we omit vistas from parking areas or the possibilities of vistas over the top of parking areas.

There are a variety of points:
-The statue in the circle looks through the Community Centre on an axis across the harbour mouth to the high point of land across the St. Lawrence near Fort Lauzon. This ties the basin and the river together.
-The Community Centre connects the residential zones, and has a clock tower which focuses the view from the harbour mouth to the statue making the Basin a Community.
-The smaller Market tower terminates a pedestrian axis from Vieux Quebec and a view along Rue St. Paul, thus connecting the Community and the City. The arch between the north apartments frames the city skyline.
