Description

The need for a vista along the E. - W. axis of the basin suggests a park at the west end: at the south (intersection Saint André and Saint Paul) a small square be proposed.

The scale is established by the giant (but impressive) complex of the grain elevators at the north; at the south the small streets of the neighboring blocks; at the west the new station development.

The basin and its environment is open to the north and not protected from the north-east wind. The long building of the grain handling complex could be considered as the only protection against the cold winter wind.

Proposed Solutions

-Establish two overlapping perpendicular axis-systems that relate to existing conditions such as: strong impact of the tunneling Saint André (not a pleasant pedestrian spine), south shore line of the basin pointing into the new station complex at the west, the intersection of the streets Saint Paul and Saint Andre.

-Organize the entire site as a complex to the focal point where above two systems intersect.

-Locate the program in the components established by the organization.

-Link the two shores together with a bridge to enhance traffic around the new complex.
