Part of the poetry of our history is the inspiration of our proposal. The elongated ships of the Great Lakes that are indigenous to the St. Lawrence Seaway have given us our form, our orientation and our metal skin.
The discovery of Canada and its exploration and development was due to man's maritime skills. For as long as we know man has stood on the shores near the Louise Basin and watched the changing concept of the arriving and departing ships. From canoes to barques, to the salties and the lakers, each has heralded a change and increase in commerce.
The fact that at this point in time, the Louise Basin has been relieved of its role in commerce as part of the Port facilities of Quebec; the fact that at one time millions of dollars were poured into this area to develop Port facilities: the fact that the Federal Government is spending millions to change the Basin from a Port to a Housing and People Oriented Place, and the fact that the philosophy and the solution that we offer the Canada Lands Company (Vieux-Port de Québec) Inc.
The experience of other such Canadian developments has tampered the solution. No million dollar apartments, no chic high rent boutiques, but affordable housing, total democratic involvement.
The siting of the buildings assures all apartments the view that this unique site offers. The siting and orienting of the buildings is reminiscent of the lakers bunched together in their wintering position. The public will have access to water's edge: the spaces dedicated to the housing being raised to control the privacy of the residential areas from the public areas. These two spaces are connected by ramps so that the residents too will have access to water's edge, the ramps controlled by gates to which tenants will have keys.
The question of ratio of the various suite sizes has been solved by a flexible layout that enables the suite count to vary depending on the number of one, two or three bedroom suites believed prudent at the time of construction. The presented scheme fulfills the ratio requested in the program.
The exterior skin of the buildings will be metal and glass, using the state-of-the-art techniques as is common in the cladding of industrial and commercial buildings. This will further enable us to emulate the feeling of the Great Lakes Ships while still giving the future builder-developer the maximum latitude to build within his know experience and expertise.
