The Urban Design Strategy - A Sense of Place
The Vieux-Port site has a very strong and distinctive "sense of public place". This special and rare quality depends upon the awareness one has of the vistas to key tall monuments of Haute Ville, Lévis and the mountains. In order to maintain and enhance this quality, a simple organization of focal urban spaces linked by axial views is established as an extension of the existing urban fabric. This quality is important not only to the visitor to Le Vieux Port but also to the marketing of the housing since it is the link to the historic Haute Ville which will make this location attractive to potential developers and their customers.
Place Parent
Carré Parent is re-established as Place Parent forming an important focus for the terminations of Côte Dinan, Rue St. André, Rue St. Paul and the new link across the River St. Charles.
Place du Marché
Place Du Marché is established at the southwest corner of the basin, from this place views to the historic pinnacles of Haute ville (to the southeast) and the modern office towers (to the southwest) are accentuated by the Monastery, the Hotel Dieu and other existing building Place Du Marché is formed in a manner which exploits and enhances these existing view.
The Rue St. Paul Extension
The housing has been organized on the site in a manner which allows for generous convenient public access to large portions of the site. The north shore in particular provides special parking access and park features such as covered picnic areas and play areas. Vistas from the road are maintained under the housing and through the openings of the housing courts. In the spirit of the North American roadside "viewpoint" the patient tourist can ascend in his automobile to the top of the housing and marvel at the view below and beyond.
The Housing Forms
The housing forms are designed to meet the specific serious need in this project to offer flexibility in projects size to prospective developers and flexibility in final project density without necessitating a change in site planning. Two specific housing types are proposed. They conform to one specific dimensional configuration. This allows choice for the sponsor and its developers in the use of one or both forms without any alteration to the urban design.
