Proposal Description
The ambition of this competition submission is to provide a master plan for phased development for the Louise Basin. The scheme presented attempts to related to numerous existing factors such as street configuration and axis, views, the geometry of the basin itself and the general character and scale and surrounding structures. Of particular importance is the 1:1,000 scale site plan which demonstrates a balance between Old Quebec City scale development on the south and a larger scale, somewhat more imposing development, on the North Basin rim.
Layout of circulation, both pedestrian and vehicular, on subject lands was of particular importance to the development of viable scheme.
It is felt that this particular scheme represents a balanced plan for development at various scales, from residential three-storey walk-up through mid-level slab apartment form to a stepped twelve-storey apartment tower. The relationship of streets to buildings and how people use streets was kept uppermost in our minds during the design of the proposal. The solution is trees and park settings. All housing forms proposed are within the competition cost guidelines, utilizing conventional techniques appropriate to their particular form. Parking for the development is handled as a combination of below grade, single storey parking structure and a sizeable allocation of surface parking stalls related to the housing forms.
The Public Market presents the unique opportunity for design expression. Hollow metal section pyramidal forms identify major aisles and give the market visible character from distant points. Stall areas are sheltered by modular wood space trusses supported on 6m x 6m columnar grid. The permanent market building is designed as a gateway building to the stall area. The solution presents a clear and logical system for the selling and acquisition of goods and services. The large client parking requirement has been split into two zones at either end of the Public Market, accommodating an even flow of customers through the stall area. The Public Market is identified by a market plaza to the south of the market which connects visually with the boundary of the site. At this point also, a linear pool suggesting an old harbor slip is proposed, to bring the water's edge right up to the street intersection.
