The Manon Asselin/JLP project proposes a site development which highlights the presence of the park upon arrival by a transitional space in continuity with the street but punctuated with planting areas. On both sides of this central space are the parking lot and the library, which are connected by a large mineral pool.
The library is a square shaped building, formed with two superimposed volumes of different materiality. The higher volume is a "flying carpet, made significant by his habitable thickness, (which) embodies and makes visible nature's elements" (Manon Asselin/JLP)
Inside, the library revolves around a large courtyard creating strong visual links between its two floors and allowing natural light to illuminate the building's center. In order to affirm the aquatic theme of the project, the ornamental pool along the esplanade links the parking lot and the main entrance up to the building's heart in the inner courtyard of the library.
"The courtyard forms the geographical and perceptual heart of the building. From here you perceive the continuous ribbon of the service counter and its grand staircase from which the program's elements are deployed and bathed in the natural light coming from the courtyard. (Manon Asselin/JLP) (LEAP translation)

The jury appreciates the course suggested by the project organisation and is sensitive to the quality and the variety of the proposed spaces. It believes that the quality of the visual links between the different areas of the library will enrich the visitors experience; the reading areas seem constructed for the well being of the user. It also believes that the link between the two levels should be more generous.
The jury appreciated the suggested subtleties for the envelope and for the treatment of the roofs, sloped and covered with plants. It is sensitive to the implementation environmental monitoring not only based on a convincing analysis of the local climatic conditions but also on a delicate technical solution.
