This submission was admired for the coherent overall order of its site planning. The relationships of all the different elements of the design seemed to have been taken into account, and in a logical relationship, to one another. The problem, in the jury's view, was that the density called for in the competition was just a little too high for the site organization selected to work effectively. Hence, access routes seemed just too tight, parking ratios provided were not quite high enough and relationships of units to units were all too frequently constricted. It was found particularly disappointing that larger units often occurred above smaller ones.
