We propose an urban design strategy which creates a unified structure through an urban form that mediates between the two morphologies. We see the overall competition site as a series of smaller districts . Each district is anchored by a significant key site with an adjacent urban open space which can become the catalyst for future development and generate a more coherent image throughout. We recognize the intersection of Rue McGill and Rue Notre Dame as the important north/south and east/west connections through the site respectively. We see the Bonaventure expressway as the gateway north to the city through its redesign from an Autoroute to a Boulevard across the site to a Rue north of the site.

Although this submission lacked a coherent idea for major public spaces, the jury appreciated its efforts to achieve a coherent image while building up on the conditions of the urban fabric as it is. The scheme is especially strong in its treatment of the Southern sector of the district. The placement of tall buildings, the placement and framing of small public open spaces, the pedestrian circulation system, the suggestions to reduce building heights and incorporate residential uses towards the southern edges were all meaningfully treated. The jury also appreciated suggestions concerning urban design, but was concerned that the rendering implied very forcefully a uniform architectural style.
