Whilst we have proposed a masterplan for wider development of the city, we consider it important that development does not appear piecemeal and unfinished. Each project area would be complete within its block however, Victoria Square and the Convention Centre would require cohesive commitment but would produce an urban space of symbolic value to the continued development of the 'City Internationale'. The proposal seeks both to overcome the physical divisions In the city and to produce a recognisable landscaped edge treatment to the old town as a backdrop to the further development of the St Lawrence River. Rather than a mega-structure, the proposal makes intervention between existing buildings and respects existing streets and services. Above all, however, we propose that the Cite Internationale be humane.

This project proposes carefully considered infill along the Autoroute Ville-Marie, with mid-block passageways and a weather-protected East-West civic interior route. It shows some consideration to the possible negative effects of blank walls for the I.C.C. by burying it partly. Nonetheless, by extending its proposals East to Place Jacques-Cartier, it somewhat loses sight of sufficiently worked-out place-setting proposals for the core of the Cite Internationale.
