THE NEW USUDBURY EVENTSU GENERATE CULTURAL RESOURCES TO BE MINED BY GENERATIONS TO COME!
This proposal outlines a strategy for re-imagining parking lots as potential civic resources, building on the use of parking lots for events in downtown Sudbury. ln the interim, parking lots can be used as "laboratories" to inform the future form and use of a site.
MINING THE EXISTING PARKING LOTS
Pods are deployed by the City to actively consult members of the public on proposed changes to civic and privately-owned sites, and to improve the experience of the people who are already present downtown - with drinking water, restrooms, electrical outlets, WIFI, pedestrian lighting, City information panels and a web-enabled kiosk linking to Greater Sudbury's "Over to You" online platform. Public workshops can be hosted on parking lot sites.
Pods can also be booked to support businesses or downtown events with power, food services, stages and sound systems, seating, storage, waste disposal, shade, or rain cover, and windbreaks in colder months.
Parking minimums can be reduced and parking lots can be redesigned for shared use in the interim to make an inviting space for people and cars with line painting for sport uses, permeable paving and planting to reduce stormwater runoff, reduce the urban heat island effect and create windbreaks. The City can start by setting an example on their own lots.
POLICY FOR A 2050 VISION
Parking lots are the prime space for future developments, but they should not ail be filled in with development. To keep Sudbury an event city, at least 20% of a site should be reserved as flexible open space to support events of ail sizes, with corresponding extra GFA for a taller building. The amenities provided temporarily by the pods will now be built into the eventscapes around the new buildings - electrical outlets, drinking water, public restrooms, windbreaks, roof covers, seating, etc. Parking minimums should be reduced as transportation options are developed over time and a key site could be kept for a large public square.
