Design Statement
The goal of this image plan is to encourage development of a residential community along the interior Louise Basin which will be perceived as a natural extension to the urban milieu of Quebec City. An attempt was made to make the proposal humane in its organization, scale and proportion while retaining a distinct urban character in harmony with that of Old Quebec.
Vital and central to the community plan is the recognition and reinforcement of three significant visual and functional axes. The first is the east-west vista along the interior and exterior basins which has been reinforced through the introduction of a broad formal park with reflecting pool at the western end of the site. A second east-west axis, parallel to Rue St. Paul reveals a long large vista beyond the harbour to the St. Lawrence River. This axis has been reinforced at developing it as a pedestrian boulevard. Punctuated by a series of small boutiques, shops, galleries, etc. which have been integrated within the south shore housing component. Avoidance of rigid zoning principles in this neighbourhood lends a richness and diversity which is evident in older European urban centres. The third major axis has the potential for development as the primary pedestrian line between Louise Basin and Old Quebec via Carré Parent and Côte de la Canoterie. It extends perceptibly across the interior basin, to the north shore where it has seen designed also as a pedestrian boulevard, similar in character to that of the south shore. The northernmost extent of this axis will link Louise Basin and Old Quebec with any future development which might occur north of rue Abraham Martin and beyond.
