This submission seeks to create a new focus for Quebec City in the man-made water basin between Le Vieux-Port to the south and the industrial/transportation centre to the north. The plan incorporates these two conflicting urban themes, and creates a smooth transition from the character of the Old City to the modern industrial site.
The architect has chosen the octagon as his vehicle - a concept used historically to indicate important public structures, yet unusual enough today to draw attention and encourage participation. This shape provides the flexibility needed to incorporate diverse and distinct activities within one site. Thus, public functions such as the market, restaurant, swimming pool and gymnasium are closely related, while maintaining integrity and independence.
Equally important in the architect's vision is the east/west axis along the basin. The axis is emphasized by the flanking position of the residential buildings. The covered walkway at the west end of this axis lines public transportation with the leisure centre, and offers a panoramic view.
The program needs have been enhanced by the inclusion of forested contemplative park. This green haven creates a destination for the public using the promenade, and provides peaceful moments for those transferring at the gare intermodale. It also illustrates the architect's implicit commitment to visual satisfaction for site users. Throughout the site, pathways are used both as pragmatic connectors and as pleasurable interludes for pedestrians. Those living on the site have ready access to these amenities while maintaining the privacy so crucial to the concept.
The plan provides a playground for people of all ages, while incorporating much needed facilities in this industrial urban area. The architect has used aspects of variety and continuity to provide efficient site use and the enhancement of the marine basin.
