The intent of this design is to respond to several of the important characteristics of this unique site: the aspects of water, urban context, environment, geometry, and symbolism are combined in the plan to create a design which maximizes the inherent qualities of the site. While contributing a significant element to the urban fabric of Quebec City.
Massing
The lower massing of residential units at the south of the site allows transition and view to be maintained from the city. In addition to maximizing sun penetration to the site. The west tower serves to terminate visually the Louise Basin from the waterside, while allowing the desired east-west vista to be framed from the land-side.
The higher massing at the north side of the edge serves to enclose the interior basin and create a transition of scale to the large grain elevators to the east.
Public Open Space
The design allows for a variety of activities to be accommodated in the public open spaces ranging from large formal gatherings on the plaza/amphitheatre to informal meetings along the promenade through the covered pedestrian street, as well as various terraced stairways accommodating the change in elevation down to the water's edge. It is envisaged that the area directly in front of the amphitheatre will be used year round. Comfortable separation of private and public open space is maintained through grade changes, different materials, and appropriate screening.
Pedestrian circulation
A distinct effort was made to segregate pedestrian from vehicular traffic without compromising the access or serviceability of either component.
The linear nature of the site is explored through three primary circulation routes. The street where one would approach the site along a tree-lined canal: the promenade Abraham Martin where the approach is also tree-lined with the basin on one hand: and views of the development on the other. Thirdly, the covered pedestrian street serves to link the site and offer a variety of activities and views along its route which passes through the heart of the public market. This route would be most effective during the winter months.
Environment
The buildings and landscape elements are located to allow maximum enjoyment of the climate during all seasons. Apartments are sited to have southern exposure wherever possible. The covered pedestrian spine which serves to link the entire site in a weather protected route. Is one of the key design elements of the scheme.
