Conceptual Approach
This proposal conceives of the Vieux-Port development as an extension of the existing urban texture to the Bassin Louise.
A new urban square, located at a strategic crossroads point, provides the interface between the historic centre-ville and the new district. It is an inviting gateway to the open space of the Bassin - the piazetta of the water square - and clearly establishes a public focus.
In light of Québec's well-documented inner-city housing problems, a tightly knit neighborhood is proposed that successfully demonstrates an alternative to suburban living, avoiding land use conflicts and segregation.
This proposal is devised as a flexible development framework that dfines structural design elements, not as a frigid masterplan, it is based on the principle of an optimum number of development parcels, each with its own road and water access. It has the capacity to respond to changing circumstances and to a variety of development forms.
This urban structuring approach does not result in one utopian design idea, generated by a grand gesture, but in a rational spatial, organization that relates to the city's history, the area's rich diversity, and the site's development opportunities.
Planning Principles
The success of the project depends to a large extent on its ability to attract private investments, the disposition of the major land uses on the site, therefore, reflects the primary project objective of integrating a new community into the urban fabric in a waterfront context.
-A critical mass of residential units is required in all parts of the site, in order to obtain social stability and economic viability.
-Heavy trucking and housing are incompatible uses, herein avoided in adjacent conditions.
-Commercial and market uses are mutually supportive and depend on concentration, congestion and easy access from outside, they are the primary activity focus.
-Waterfront and community facilities are easily accessible to all residents and visitors by a variety of means.
-Private vehicular movement is restricted to the periphery of the site with direct access to covered parking.
-All walkways are accessible to emergency and maintenance vehicles and to the handicapped.
-In light of the climatic conditions, three linear pedestrian routes are provided: open air along the waterfront; wind-protected through a series of courts; enclosed in buildings and covered at grade.
-The waterfront promenade is animated by a number of rest and activity areas and links major destination points.
