In the present proposal we have attached great importance both to a respect for the historic heritage of the assigned area, and to the revitalization of the site with all of its present-day attractions. The revival of this historic quarter, being one of the main themes of this scheme, needs to be carried out not through simple reproduction of the past but through a creative planning process to bestow it with new values.
Upon those basic judgements and from the initial studies of the site capacity, the following four planning objectives have been conceived.
1. To propose a design method, enabling the existing historic quarter to improve its own fabric by inserting new building within.
2. To reconstruct place Jacques-Cartier as a truly attractive, impressive and symbolic place the citizen of Montréal and for visitor as well. Thus, to transform it into the most alluring spot of the city.
3. To secure an adequate pedestrian flow to the eastern portion of the site. This side is to be united with the existing Place, so as to enhance the total value of this section.
4. In response to the undetermined programs for building components, we have proposed a maximum degree of flexibility in planning and design, adaptable to future changes in building components.

The jury appreciated that an approach was made to a design methodology for insertion of new buildings into an existing historical urban form. Principally through a coherent text and several diagrams, this scheme proposes a new order generated from existing traces for the area east of Place Jacques-Cartier. The superimposition of intersecting grids reflecting the alignments of the surrounding streets, creates guidelines for new buildings similar in scale to those in the surrounding area. Knowledge of the history of land division would deepen and anchor such an approach. The block bounded by four existing major streets is conceived as a whole with existing and new buildings defining the historical street edges. Within the block, new buildings create a skewed ordering of a chain of interconnected, small, active, spaces in contrast to the clear open space of Place Jacques-Cartier.
This scheme was chosen at a conceptual diagrammatic level for its above grade block organization only, and not for the specificity of services, buildings, or activities. The jury is strongly critical of the proposal for Place Jacques-Cartier.
